STREET LEGAL (LSV) CONVERSION
Panama City Golf Carts sells golf carts as Personal Transportation Vehicles for use on Neighborhood Streets or in Golf Cart Friendly Communities.
We will also CONVERT Golf Carts to Street Legal Golf Carts, or Low-Speed Vehicles following the State of Florida requirements and regulations.
A cart purchased with us will undergo the following process:
- Accessory installation (Safety features required by the State of Florida not already installed at the time of purchase must be installed)
- Headlights / Taillights / Brake Lights / Horn / Turn Signals / Parking Brake
- Mirrors (You drive a vehicle with 3 mirrors: we install all 3!)
- Seatbelts at each seat
- Red Reflectors in designated places on cart
- Slow moving Vehicle Sign
- License Plate Holder – with Light
- AS4/ AS5 Rated Windshield
- Windshield Wiper
- Cart must meet a Minimum speed requirement of 20 mph / Maximum 25 mph
- Required Documents must be completed, signed by the purchaser. * Panama City Golf Carts will pre-populate the forms, narrow all documents down to signatures only!
- Cart must be Weighed and Certified Documentation Presented
- Pictures of Cart, Driver's Licenses, Paid Invoices, Inspection, and Title Fees, all signed documents must be submitted to State for review
- Once File is reviewed, Appointment for physical inspection is made – at Florida Highway Patrol office in Panama City. * 6030 Co Rd 2321, Panama City, FL 32404
- At the time of Inspection, cart will receive a VIN number and Title ** Owner will have already agreed to terms per Florida Affidavit / State Laws governing LSV use:
- LSV will Be Insured (PIP / PDL coverages required) (Customer's responsibility)
- LSV will be Registered and Tagged (Customer's responsibility)
- LSV's are to be driven on roads marked 35 mph (and under) only.
- Driver must be 14 years old to operate golf cart / Licensed Drivers only *On roads marked 35 mph (LSV)
- This is a Process! From the time we are able to complete the installation of the Accessories on your cart / obtain signed documents for the State to review - Inspection dates normally take place 2-3 weeks from the time we are able to submit documents. **REMEMBER we are not in control of inspection dates!

- The invoice / Bill of Sale must serve as a proof of purchase for each of the items listed under the street legal conversion requirements / FL form 86064. Otherwise, you will be required to purchase and provide a new receipt.

- If dealership – paid sales tax / zero amount due.
- ** Know if you have not paid sales tax – you will be paying retroactive sales tax at the time of inspection / title issue.

- If you have installed any accessories past the time of purchase that will apply to inspection, you will need to provide a receipt. *Amazon receipts are not usually acceptable. You will need to provide a receipt from the original seller!
- So that we can begin to help you with the conversion process, and provide an estimate, we will need to begin with the following:
- A copy of the original Bill of Sale / invoice (Eventually we will need the original to submit to the State. This is just for purposes that you have your documentation correct.)
- Whomever is going to be on the title will need to submit a copy of their Driver's License
- 4 clear pictures of your golf cart: Front / Rear / Passenger / Driver

- All of which will be applicable according to the initial submission of your original invoice / Bill of Sale and condition of your cart.
